Cerebrovascular diseases (CVD) are a critical medical and social problem in modern medicine, as they account for the highest rates of morbidity, mortality, and disability in virtually every country worldwide, driven by an aging population and an increasing number of risk factors. For example, on average, approximately 460,000–560,000 strokes are registered annually in Russia, of which up to 200,000 are fatal. Of those who survive, at least 80% remain disabled, despite the rapid advancement of diagnostic and therapeutic medical technologies and hundreds of publications and dissertations on the effective treatment of this pathology.
